U.S. EPA's Office of Transportation and Air Quality (OTAQ) protects public health and the environment by controlling air pollution from motor vehicles, engines, and the fuels used to operate them, and by encouraging travel choices that minimize emissions. These "mobile sources" include cars and light trucks, large trucks and buses, nonroad recreational vehicles (such as dirt bikes and snowmobiles), farm and construction equipment, lawn and garden equipment, marine engines, aircraft, and locomotives.

The State and Territorial Air Pollution Program Administrators (STAPPA) and the Association of Local Air Pollution Control Officials (ALAPCO) are the two national associations representing air pollution control agencies in 54 states and territories and over 165 major metropolitan areas across the United States. State and local air pollution control officials formed STAPPA and ALAPCO over 30 years ago to improve their effectiveness as managers of air quality programs. The associations serve to encourage the exchange of information among air pollution control officials, to enhance communication and cooperation among federal, state and local regulatory agencies, and to promote good management of our air resources.

The Division of Air Quality (DAQ) is responsible for protecting and improving outdoor, or ambient, air quality in North Carolina. To carry out this mission, the DAQ has programs for monitoring air quality, permitting and inspecting air emissions sources, and educating and informing the public about air quality issues. The DAQ, which is part of the N.C. Department of Environment and Natural Resources (DENR), also enforces state and federal air pollution regulations. The DAQ does not make these rules. In North Carolina, the General Assembly enacts state air pollution laws, and the Environmental Management Commission adopts most regulations dealing with air quality. In addition, the U.S. Environmental Protection Agency (EPA) has designated the DAQ as the lead agency for enforcing federal laws and regulations dealing with air pollution in North Carolina. The DAQ does not deal with indoor air pollution issues such as workplace safety, second-hand smoke, asbestos contamination, and radon and radiation problems.

Clear the Air

Clear the Air is a national public education campaign to improve air quality by reducing emissions from coal-burning power plants. Clear the Air brings together grassroots organizations, national environmental groups, and policy experts to make the case for stricter pollution controls to communities, government agencies, elected representatives, and the media. Clear the Air is a joint project of three leading clean air groups, the Clean Air Task Force, The National Environmental Trust and the U.S. PIRG Education Fund.

The Clean Air Trust was incorporated in 1995 as a 501 (c)(4) nonprofit organization by former Senators Edmund Muskie of Maine and Robert Stafford of Vermont. The Trust was created to educate the public and policymakers about the value of the Clean Air Act, to promote effective enforcement of the Act through grassroots education, and to defend the Act against attack by special interest polluters.
